# Does a QC inspection prove who made your goods in China?

No. A QC inspection report shows quality against a sample plan at a moment in time. It does not prove which Chinese legal entity manufactured your goods, or that bulk production ran at the site on the report cover. When CBP asks who made the shipment, a passed AQL is not the same evidence as naming the actual factory that makes your goods, with matching papers and a production trail you can defend.

Here is how the mix-up happens. Someone went to a factory and the photos look real. The QC firm emailed a clean report. So the buyer files that PDF under "we know who makes our goods" and moves on. Then someone asks for manufacturer identity, and the QC pack does not answer it.

## What a typical QC report actually shows

A normal pre-shipment or in-process inspection is a quality job. The inspector samples cartons, measures against your spec, counts defects against an AQL or similar plan, checks packing and labeling, and photographs what they saw that day. You get how many were sampled and what defects were found, plus a pass or fail on quality.

That part is useful. Bad quality still ruins a PO, and I am not arguing against inspection.

What the same report usually does not show is manufacturer identity. It rarely confirms that the Chinese legal name on the business license matches the name on your PI, contract, and bank remittance. It rarely proves who owns the production line, or that the bulk order was made at the visited site and not at a sister shop or a subcontractor. And it rarely maps the supplier list behind the finished goods. A cover photo of a gate does not close those gaps.

QC answers: "Are these samples good enough against the plan we used today?"  
Identity answers: "Which Chinese company made these goods, in which factory, under which paper trail?"

Take the first answer as the second one and your file gets thin.

## Why buyers confuse the two

The confusion is human. Someone "went to the factory." There are photos. Cartons got opened and the report says pass. That feels like proof of presence, and presence feels like proof of who made the goods.

But it doesn't hold. A quality visit can happen at a showroom, a packing shed, or a factory that is not the legal manufacturer on your commercial papers. An inspector can sample goods that arrived from somewhere else that morning. A trading desk can invite QC to a tidy line that will never run your bulk order. None of that is rare on the China side, and none of it shows up as a red stamp on a standard AQL PDF.

Buyers also mix labels. "Factory inspection," "supplier audit," and "QC" get used like they name the same job, and sometimes the same firm sells more than one. That still does not turn a quality sample into a manufacturer-identity file. If your goal is to know who really makes your goods in China, start with identity papers and a visit built for identity. A defect count alone won't get you there.

## What goes in a manufacturer-identity file

I am not writing CBP form language here, so confirm the exact ask with your licensed broker or customs counsel. In plain buyer language, a stronger China-side identity trail usually has:

- The Chinese legal name of the party that manufactures, not only the trading name that invoices you.
- An address that matches how the factory is registered and how you can actually visit it.
- Business license details that line up with the contract, PI, and bank account you pay.
- Dated visit notes when a visit is used: who you met, what you saw, and the gaps left visible if they refused a line or a workshop.
- Production, BOM, or supplier-list papers where they matter for your product and risk.

That pack supports a reasonable-care story about who made the goods. It does not buy a release. And it does not replace your broker or make China Agent your customs counsel.

## QC and identity can both sit in the same file

You can run QC and still build manufacturer identity, and many buyers should do both. The mistake is filing the QC PDF as if it answered the identity question.

Run QC when you need quality sampling against a plan. Build identity when you need named Chinese legal entities and matching ordinary-course papers, in a dated China-side trail your broker can use. If someone sells you "inspection" and then tells you it covers "who made it," ask them to show you where the report has the Chinese legal name, the license alignment, and the production trail. If those lines are missing, you still have a quality document. You don't have manufacturer proof yet.

## Why this matters for reasonable care

You are the importer of record. The duty is yours, and so is the duty to use reasonable care when you enter goods.

CBP's Informed Compliance publication [Reasonable Care](https://www.cbp.gov/document/publications/reasonable-care) is the public checklist trade members use as a starting frame. It sits under the broader informed-compliance idea: CBP publishes what it expects, and the importer builds procedures that fit the facts of each shipment. The publication is guidance only. It does not protect you by itself, and your broker and counsel still own how that frame applies to your HS family and your facts.

In plain buyer language: supplier self-statements alone are a weak place to park "who made these goods." A QC report that records defects at a sample stage is not the same evidence as a named Chinese legal manufacturer with a real factory and a production trail. If CBP later asks what you did to know who made the shipment, "we had QC and they passed" answers quality. By itself it does not answer identity.

Separate the two folders in your next shipment file. One folder is for quality: QC plans, sample reports, defect photos. The other is for manufacturer identity: Chinese legal names, license copies, PI and bank alignment, dated visit notes if used, production papers where relevant. Ask your QC vendor in writing whether their report confirms the Chinese legal manufacturer and the production site for bulk, or only samples quality. Put refusals and soft answers in the file with dates. Then hand the organized pack to your broker before anyone asks under a clock.

**Does a QC inspection prove who made my goods in China?**  
No. A QC report shows quality against a sample plan at a moment in time. By itself it does not prove which Chinese legal entity made the goods, or that bulk ran at the visited site.

**What does a typical factory QC report show?**  
Sampled quality, how many units were sampled, packing and labeling against a plan, and a pass or fail. It usually does not confirm that the license, PI, and bank line up, or who the subcontractors are.

**What belongs in a manufacturer-identity file?**  
The Chinese legal name of the manufacturer, an address and license that match your contract, PI, and bank, dated visit notes if a visit was used, and production or supplier-list papers where relevant. Confirm the exact ask with your broker or counsel. We do not promise any CBP outcome.
