CBP sent a CF-28?
CBP sent a CF-28. Your factory’s English email is not the response.
A CF-28 is CBP asking you to prove what you already declared: who made it, what it is worth, where it is from, how it is classified. A CF-29 is CBP telling you they think the entry is wrong.
The clock is on the letter. The factory will send a paragraph in English and a certificate. That packet dies. CBP wants records that already exist in the building — license, floor, invoices, wires, what was actually transformed.

What the letter is usually asking
Almost every CF-28 on a China entry is one of three questions:
Who made it.
Trading company on the invoice. Factory on the floor. Or a third name on the bank slip. CBP wants the manufacturer, not the seller.
What it is worth.
Invoice says one number. Wire says another. HK company in the middle. First-sale story with no paper.
Where it is from.
China on the old entries. Cambodia or Vietnam on the new ones. Same owner. CBP is asking whether origin moved or only the letterhead did.
If you cannot tell which of the three you are in, bring the letter to the call. That is the first ten minutes.
