## What we do every month

**We go to your factories.** One visit a month on Visibility, two on Control, three on China Department. And when something needs a person in the room, we walk in.

**We read it before you sign it.** Every PI, contract change and "small update" the factory sends, read in Chinese before you act on it.

**We watch the drift.** The price goes up while raw material stays flat. The lead time creeps. Then one day there's a new name on the invoice. Most damage in China is slow.

**We check the paperwork.** When the company name, the chop or the bank account on a document stops matching what you signed, you hear it from us. Writing contracts is a [separate service](https://www.china-agent.com/contracts?hsLang=en).

**We keep your customs file.** Who made the goods, where the material came from, who got paid, and what the line produced, filed as it happens. The law says you keep these records for five years (19 U.S.C. §1508). We give you something real to keep.

**We talk to your supplier in Chinese.** Ask the right way and you get an answer. Send the same question by email and you get a polite nothing.

**We move early.** A small fight handled now stays small. Leave it a month and it becomes a job for [the Fixer](https://www.china-agent.com/fixer?hsLang=en).

**You get a named person on your file.** Every plan. Monday to Friday, 9 to 6 China time. Not a ticket queue.

## Why your customs risk sits in China

The law puts the duty on you, the importer, not on your broker and not on your supplier.

Under 19 U.S.C. §1484, you must use reasonable care to give CBP accurate information. You're liable for mistakes on the entry even when your broker filed it. The DOJ/DHS Trade Fraud Resource Guide (July 2026) cites the court ruling in *United States v. Golden Ship Trading Co.*: relying on your exporter and your broker doesn't get you off. You can't contract that duty away.

CBP's forced labor guidance (June 2026) expects you to trace your goods back to the raw material. Executive Order 14411, signed that month, set a minimum penalty floor with no mitigation for repeat offenders.

Here's the line that matters most. Appendix B of that CBP guidance says that if you can't show production information for even **one** supplier in your chain, your submission fails and the shipment is denied.

That information sits in China. Your broker can't get it, because they only file what you give them. Your supplier has no duty to hand it over, and no reason to volunteer bad news.

So we get it for you, every month. When a CF-28, a CF-29 or a UFLPA detention notice lands, the records already exist. They were kept by people who work for you, not for the factory.

**Selling into Europe?** The EU's forced labour ban applies from December 14, 2027, and EU customs will ask the same questions. The same file covers both.

The DOJ/DHS Resource Guide to Trade Fraud Enforcement (July 2026) cites United States v. Golden Ship Trading Co.: relying on the exporter and the broker doesn't remove the importer's duty of reasonable care.

We can help with the supplier communication and supporting information a lab or certifier asks for. Testing depends on the product, the market, the standard, the lab, the sampling method and the documents required, so it is scoped separately.

##### [What happens if one supplier in my chain won't provide records?  Under CBP's June 2026 forced labor guidance, the submission is insufficient and the shipment is denied entry.](https://www.china-agent.com/monthly-support-packages#collapse12-dnd_area-module-6)

Appendix B of CBP's Forced Labor Enforcement Operational Guidance for Importers says that if production information is missing for even a single supplier in the chain, the submission is insufficient. The guidance also says an importer should consider finding a new supplier if one won't cooperate.
