Why importers need better supply-chain evidence
U.S. importers are being expected to know more about what they import, where it was made, who made it, and whether the documents supporting the shipment are accurate.
The importer of record is responsible for using reasonable care to classify and value goods, provide accurate information, and support applicable legal requirements.

This does not mean every importer must personally visit China or inspect every upstream supplier. It means you need a reliable process for making sure the relevant work is done and documented.
The evidence is usually in China
Your customs broker can file the entry using the information provided. But the broker may not know:
- Who actually manufactured the goods.
- Whether production was subcontracted.
- What materials entered the product.
- Whether the supplier changed the specification.
- Whether a certificate applies to your exact model.
- Whether the invoice and origin information reflect reality.
- Whether supporting documents can be produced if customs asks questions.
If the answer is “the supplier has the documents,” that may not be enough. You need a process for obtaining, reviewing, and retaining the evidence.

An included China visit is not automatically a formal factory audit, social-compliance audit, pre-shipment inspection, laboratory test, product-certification review, or detailed quality-control assignment.
If you need formal QC, sampling, auditing, testing, or a defined inspection report, we scope that work separately before it begins.
Additional supplier visits, production follow-up, or QC support are separately scoped and available from $99 per day, plus travel where applicable.
Before work begins, we agree the purpose of the visit, supplier or factory involved, expected activity, reporting requirements, timing, and any travel costs.
Formal QC—including pre-shipment inspections, defined factory audits, sampling programs, detailed defect reporting, or product-specific quality assignments—is separately scoped because the required method, timing, product knowledge, and reporting differ by assignment.

Testing requirements depend on the product, market, applicable standard, laboratory, sample method, and required documentation. Those assignments are separately scoped.

No service can guarantee customs compliance, cargo release, admissibility, tariff treatment, country-of-origin treatment, or a successful response to a CBP inquiry, detention, investigation, or enforcement action.
China Agent does not act as your importer of record, customs broker, legal adviser, testing laboratory, or regulatory certification body. You should obtain product-specific customs, legal, regulatory, and compliance advice where appropriate.
Importers may need to understand their supply chains, trace relevant inputs, and provide supporting information when goods receive scrutiny.

We do not provide a legal UFLPA opinion, certify that goods are admissible, or guarantee that goods are free from forced labor. For formal CBP, legal, customs, or compliance work, the appropriate service must be separately scoped.
If a supplier relationship has already broken down, withheld goods, withheld payment, stopped cooperating, or created a serious dispute, we will assess the situation and discuss The Fixer or Resolve - Recover - Reclaim as a separately scoped assignment.
